Hon. Bassey attended Ikori Primary School, Comprehensive Secondary School and the College of Basic Studies. Thereafter, he obtained a Bachelor’s degree in Law (LL.B) from the University of Calabar, Cross River State. He proceeded to the Nigerian Law School after which he was called to bar.

From 1999 to 2007, Hon. Bassey served in the Cross River State House of Assembly. He was also Speaker of the House. In 2007, he was elected into the Federal House of Representatives to represent Yakurr/Abi Constituency. He was re-elected in 2011 and 2015.

In the House of Representatives, Hon. Bassey has served in several committees such as Drugs & Narcotics, Federal Capital Territory, Interior Committee, Gas Resources and Rural Development. He works to make laws that will impact positively on the living standards of Nigerians. He is also a member of the People's Democratic Party (PDP).
