Hon. Maina studied at Government Secondary School (GSS) in Monguno, Borno State where he passed the West African Senior Certificate Examinations (WAEC) in 1986. He proceeded to the Borno College of Agriculture and earned a National Diploma (ND) in Animal Health and Husbandry in 1989. He also studied at the Borno State College of Basic Studies in Bama, Borno State.

As an administrator, Hon. Maina has worked as head of different organizations in the public and private sectors. He served as Chairman of Mafa Local Government Area of Borno State. He furthered his education in 2009 by obtaining an Advanced Diploma in Public Administration from the University of Maiduguri in Borno State and a Bachelor of Education in 2010 from the same institution.

In 2011, Hon. Maina was elected to represent Dikwa/Mafa/Konduga Federal Constituency at the Federal House of Representatives. During this period (2011-2015), he served in various House committees such as FCT Area Councils & Ancillary Matters, Privatization & Commercialization, Agricultural Production & Services, Poverty Alleviation, Customs & Excise, and Rural Development. In 2015, he was re-elected for a second term in the House under the platform of the All Progressive Congress (APC). He currently serves as the Vice Chairman of the Steel Committee.
